Cookout runs no delivery fleet of its own. Orders go through the third party apps, which set their own menu prices on top of fees, so the same tray costs more delivered than at the window. Coverage depends on how close a driver is to one of the 366 restaurants.

Two things stack up. Platforms usually mark the menu itself above the in store price, then add a delivery fee, a service fee and a tip. On an order this cheap the fees can approach the food cost, which is why a $2.99 tray can land near double delivered.
Prices on this site come from those ordering platforms, so they already reflect the app menu rather than the window. Treat the window as cheaper still.
